With Windows there is a thing called internet connection sharing which does exactly what you want. You tell it to share your computer's wired connection over a wifi connection. It creates a new wireless LAN that the Touch may be able to connect to. The problem is that it might be an ad hoc connection and the Touch may not be able to connect to that.
For sure you can do it with a hardwired connection, get a simple USB to ethernet adapter (small and cheap) and set the sharing to that new ethernet port, this has a very good probability of working. I'm pretty sure a Mac has a similar way to share its internet connection, but I'm not a Mac person so I can't tell you exactly what to do. Find the ethernet properties window and see if there is a way to share. If this works right you should be able to connect the Touch to the LMS on the laptop and play music without a connection to the campus network. If you want to get internet radio or MySB.com you would first connect to the internet with your laptop's browser, give password etc, then the internet should be available over the sharing connection.
