Think about what could affect the network streams such as * Download managers, network optimisers etc - these utilities typically adjust TCP setting to suit bulk download and can affect streaming applications. Often their effects can only be reversed by rchanging the registry. * Security s/w that examines network streams can often hold onto data if it looks "suspicious" and so can stall a network stream. Disable and probably uninstall any 3rd party network security s/w.
