No not really. It's about 1/3 technical, 1/3 PR and 1/3 community.

The technical aspect it that I envisaged the plugins not requiring any
trac-admin upgrade, or real configuration. They have a basic working
out-of-the-box config and all they would need is to be enabled in
webadmin.

The PR aspect is that users get more functionality out of the box. This
is a good thing.

The (developer) community aspect is that Trac core hopefully gets more
developers involved in working on the core rather than just sticking to
plugins.

I think this is a good idea. +1

TBH, I'm not really convinced my proposal is the right solution, I'm
more hoping that if everybody throws out some ideas we'll come up with
a solution.
