But I am unsure why this effects one user who is not using localized messages. In fact, I want to upgrade Trac and all components to a newer version. On this machine I have been using packages from openSUSE. They are no longer making packages for this version of openSUSE. So I will have to upgrade by hand. That is no problem as that is how I originally did this.
