I haven't used the plugin, but I'd be interested to know if the file exists 
in /tmp and what the owner and permission bits are.

I see only one non-deprecated attachment-related config option, which is 
umask. That might be something to look at.

There was a recent announcement for release 2.10.0 of the plugin. At the 
bottom of the announcement email there is an email address for support 
issues. You may have better luck asking your question there.
