Could you please try initenv with logging using --inherit option?

$ cat /path/to/inherit.ini
[logging]
log_type = stderr
log_level = DEBUG
$ trac-admin /path/to/env initenv --inherit=/path/to/inherit.ini
my-project 'mysql://u:p@localhost/t'
