Making something painful and annoying for an admin just because they *might* have the technical expertise to do so is a step in the wrong direction.

I will edit HTML, etc. if I absolutely must. However, I would much prefer to be able to modify my content in wiki text from a browser.

Now, I agree with most of your proposal, but please, don't make me edit HTML for something that can already be done easily in the wiki.
