As Scott already mentioned, you will see continuity only on ground. 

I would take a look at your DE-9 connections on the FMI cable again. You are 
playing with 28AWG wire and it is VERY easy to break. You might have also 
nicked the insulation and shorted out one of the signal wires.

Are any of the OT2 LEDs doing anything when everything is connected and power 
is applied? If the Nuvi is talking to the OT2 with GPS position, you should see 
the ACT LED flashing green about once per second. If the position is invalid, 
then the ACT LED will be red/flashing red. If you have nothing, then that is a 
pretty good indicaton you have a wiring problem since your configuration looks 
good.
