First of all, make sure you are using the latest OWTWINCFG. You mentioned you had not had to reprogram in considerable time so your upload program may not be doing its thing. Next, when the "Connect to Tracker" window appears, besides setting the com port, check the "Disable Turbo" mode button. I think the latter will solve your problem.
