While it's true that there is no period calld Quarterly, you can create
recurring todos that return every 3 months. Select monthly and set the 
recurrence to 'on every 3 months'

I'm open to suggestions for better labels. I've used the labels from
what I'm used to on recurring tasks in Outlook

You are right. Again, if someone has suggestions for a better label. 
First you select the period (monthly) and then you define / refine the 
date within that period. 
I could make the label dynamic, so when you select monthly I will state
'Select monthly recurrence' or something?

Ok, fine suggestion. I'll change that.

What do you mean with completed? We are using Due Date in the new-todo
Forms.
