The means by which a new version is introduced should be described now, to
show that the design will accommodate a new version in a backward
compatible fashion.
In protocols we usually include an explicit version number from the
beginning, so
that one can tell the difference between v1 and v2, long before v2 has
been designed.

Shouldn't it be described when a new STH version is introduced,
depending on the changes to the STH structure?
