I believe your payer is incorrect. 'Not used' would mean just that, unless
DHHS converted it to a used field in a future addendum or update.
Your payer client needs to understand that this is a national standard -
not his company's private application.
I work for a payer too and I can assure you that your client will not be in
compliance if he requires use of a 'not used' field.
