HIPAA does not require that any payer conduct COB electronically, just that if they do 
it electronically, the 837 version 4010 be used.  COB is conducted via agreements 
among payers.  There is sometimes a cost involved with these transfers of data.  Some 
payers may choose to conduct COB electronically with some payers, and not with others, 
or may decide not to have COB agreements with anyone for either paper or electronic 
exchanges of data.  HIPAA does not require that any payer coordinate benefits with any 
other payer.  That is a business decision left to the payers.

Any feedback from the community on the following comment I keep hearing
regarding Secondary paper claims:

"HIPAA will kill paper secondary claims".  

The logic being that with the mandated support for COB information in the
837 4010, payers and claim processors will be ending support of paper
secondary with attached EOB, and requiring electronic submission.
