Robbi, The syntax for the DTP segment in X12 is as follows. Note that all 3 data elements in the DTP are mandatory according to the X12 standard. Since all 3 elements are mandatory, it is not necessary for there to be a conditional relationship between DTP02 and DTP03. Note the Semantic Note for DTP02.
Therefore, a DTP segment constructed as per your example (DTP*307*D8~) should/would fail X12 syntax validation.
