OK, I have to ask a question about your "ISA" issue before I can  
really answer it.

What, specifically, are you trying to accomplish? Are you trying to  
guarantee that the user returned by getEngineeringUser() actually has  
a role ID that matches the correct value for an engineering user? Or  
are you trying to create an easy way of going from a userID value to  
a User object?

The more I read and thought about what you were trying to do the more  
I realized I needed a bit more info.
