Hi Clytie -- I actually administer that installation; let me know what language you'd like to translate off-list, and I'll add it. We made the decision (right or wrong) that we only wanted to show languages that were being actively worked on, so we've been adding them on request. I guess we assumed that people would find the site through the wiki page (http://wiki.creativecommons.org/Translating_CC_Tools), which does contain email information. I'll see about adding similar information, along with an admin contact, to our Pootle start page.
