Yes, by default memcached won't be used. I have another idea that might help a little bit in debugging: First are you able to download the CSS file? It should be available at /html/style.css If that works, are you able to go to /about.html? If DEBUG is set to True in localsettings.py and there are errors, the output in the error log might be useful to understand what is happening here.
