Sorry but we seem to be mixing multiple issues and I'm still struggling to
see what exactly the problem is:

Krishna want to be able to see the list of missing entries, I assume a
report such as this https://l10n.mozilla.org/dashboard/compare?run=306040
Really I'm stumped as to why since you can quite easily get that from
Pootle and you don't need to search for them in Pootle since they are
available by clicking in the untranslated entries, so I'm stumped really as
to what the real value of that report is and why you are searching for
entities on Pootle from that report.

Ankit I really do understand the difference of untranslated vs copied, but
that difference is stored in the PO files for those working on Pootle.  We
put English in for historic reasons, previously Firefox crashed if entities
where missing.  That has changed, but only fairly recently.  The risk for
us is much higher that leaving data out would break langpack builds, so
keeping things working for Pootle users is much more important.  The PO
files retain the concept of untranslated, fuzzy and copied much more
clearly then the DTD files.
