Seeing an alternative language exists for individuals (or did in earlier
versions of Pootle).  It is easy enough to copy/paste over and it also
gives you completion stats.  A hackish workaround for your feature, but
something to try in the meantime.  A copy/paste within one window is not a
lot more work than a "use alt lang" checkbox"

As for fail-over to another lang, isn't that best handled at runtime by
language settings in the environment?  Poolte just holds the PO files, a
software build system would need to know this stuff to create the MO files.
