This is correct only for languages that use the same plural forms as
English: one for the number 1, and another for all other numbers.
Other languages, including Arabic, have different plural forms. When
translating Android apps on translatewiki, if incorrect plural format is
used in the translation, the error message shows the correct format.

Unfortunately, this is not so correct either. This template is actually
used for something else, and the documentation there was a mix of several
things, which was misleading. I deleted most of it.
A better page is https://translatewiki.net/wiki/Plural , although it also
needs some updates. I'll try to do them Some Time Soon, but please don't
wait: it's a wiki, and help from other people who understand it well is
welcome.
