George, Get a copy of NET4 (ETS 300-001) published by ETSI in France. It's a compilation of the telecom requirements for all of the European countries. The national approvals bodies are required to accept proven conformance to the latest version as fulfilling the technical requirements for permission to connect to the PSTN in the country. There may be newer regulations in a country, which are tending to being more lenient, but they must accept NET4.
It's available from most of the normal international standards outlets.
