Roger,

1. Point your browser to
   http://www.fcc.gov/oet/info/

2. Open bullet "Orders: Decisions on Docketed Proceedings".
   Follow either step 3 or 4.

3. If you want to dowload the document in Wordperfect open 
   the bullet "Download Wordperfect and other Binary Documents".
   Then open bullet "fcc96208 R&O on Amend Pts 2 & 15..." and 
   follow instructions. 

4. If you want to open DOS text file (w/o bold characters and 
   foot notes) open 2nd bullet "fcc96208 R&O on Amend Pts 2 & 
   15 of FCC rules to deregulate ...."
