JQA lab was not either NVLAP or A2LA accredited as of 
April 25, 1996. There were eight NVLAP accredited EMC labs 
in Japan, six AKZO, IPS Corporation and Matsushita lab. 
Updated list of accredited EMC labs, that you'll be able 
to use to support Declaration of Conformity (DoC) is 
available from NVLAP tel: (301) 975-4016 and A2LA 
tel: (301) 670-1377. 

DoC for PCs and PC peripherals would be viable alternative 
to the FCC Class B certification NOT BEFORE 60 days after 
it is published in Federal Register, expected in these days.  

Following DoC route, you could start to market and ship 
product on the SAME DAY when it pass the test at the either 
NVLAP or A2LA accredited lab. You'll not have to wait on 
average two weeks for a glossy test report (needed for FCC 
certification route). In DoC case you could file test report 
when you get it, without prolonging time to market. DoC will 
initiate revenue stream by additional 5-8 weeks earlier 
eliminating waiting for the FCC's approval.

Present FCC certification turn-around time of 5-8 weeks is 
expected to be 2-3 weeks due to a significant reduction in 
number of applicants.

Concerning JQA, if you tell me the name of the test lab where your computer
is being tested, i can confirm if whether or not FCC is a problem or not,
but in principal JQA should have this at all of their emc facilities. my
connection to JQA is that five of their emc facilities are CARAT labs
approved to do testing for the eu competent body tuv product service.
