You are nearly 50% correct as you would know by now with some of the responses I
have seen.

Most of the responses are also reasonably correct in as far as they go.  I have
an Australian based consultancy specializing in IT&T technical requirements and
product approvals in Australia and NZ and I also project manage many product
approvals for companies wishing to out source this work so I work with these
issues every day.

Let me try to gather all the information together for you and offer some slight
corrections and clarification to the information you have already received.

AS/NZS3260 is indeed the joint Australian and New Zealand IT&T safety standard
titled "Approval and test specifications - Safety of information technology
equipment including electrical business equipment".  It is the local version of
IEC950 with some national deviations. It is presently equivalent to IEC 950
Edition 2, Amdt 3 (IEC950 Amdt 4 will probably be going out to vote for
inclusion in AS/NZS3260 in a few months).

AUSTEL TS001 is the standard required by AUSTEL for product approvals, titled
"Safety Requirements of Customer Equipment".  It indeed requires compliance with
the latest version of AS/NZS3260.  TS001 also includes additional requirements
to that of AS/NZS3260.  NOTE: There is presently a new Draft of TS001 out for
voting. Voting closes on 14 Oct 96.  TS001 is not an "Australian Standard" in
the strict sense of the words  ie it is a document developed by the Australian
Telecommunications Regulator, for the express purpose of defining the
requirements to gain an AUSTEL approval for connection to the Australian public
telecommunications networks, and was not developed by the National Standards
Body (NSB) of Australia, Standards Australia.  It is not therefore, nor can it
be, a joint Australian/NZ standard.

The present AUSTEL requirements for approval are for "Statements of Compliance"
(SoC) from AUSTEL accepted laboratories stating compliance to the following:
TS001 + AS/NZS3260 (safety)
AS3548 (EMI)
Plus any other relevant requirements for the product type such as TS013 for BRI
ISDN etc

CB reports to IEC950 are not sufficient.  They must be to IEC950 + Australian
deviations.  Even with this, a TS001 report must still be obtained.

Overseas reports to CISPR-22 equivalents will be accepted in lieu of AS3548.

In New Zealand, to gain approval for a modem type device for example, the
requirement is compliance with the New Zealand PTC211.  PTC211 requires
compliance with IEC950 and reports to or AS/NZS3260 are accepted.
