As is frequently the case, the answer is (in my opinion):  It depends. 
The right thing to do is let the FCC know, whether or not you need to
retest is another issue.  My personal opinion is that any change to the
telco interface should be retested.  Sometimes minor spacing changes can
have dramatic results.  I would say that if you are not comfortable
saying it's OK, but you think it might be, talk to a test house.  Send
them schematics showing the old version and the new version, and maybe
artwork f the board.  Also, a written description of the changes would
help.
