When I said France was accepting TBR 21 what I meant to say was:
"A modem designed to pass TBR 21 will pass French approvals using B11-23A, also known as AFNOR Z81-123, if the return loss is at least 14 dB."
As far as I know France is not performing or accepting TBR 21 testing.
