Blind dial is only allowed in some countries, most European countries insist on having a (compliant) dial tone detector. Even when using blind dial there are differences between countries on how long one may/should wait before starting dialing.

Blind Dial tone is supposed to be an functionality where your modem could dial with being disconnected from the network for example (so there's no tone). I am wondering if this is allowed every where, or if some countries (like it seems to be for France) forbid this function.
