Dear Ingrid, if your modem is disconnected from the network it may do what ever you want it to do ;-).
I never have heard of a "blind dial tone". But if you mean the feature of disabling the dial tone detection when initiation a call I have some information for you. First, blind dialling is not forbidden in France. When in blind dial mode the modem has to start dialling within 2-3 seconds after seizure of the line. In most countries there are timing requirements for the earliest and latest delay for starting to dial. The only country that I know in which blind dialling is not allowed is Belgium. In Switzerland the dial tone detection may be disabled but this may not be stored in the modem profile. The default must be dialling with detection of dial tone.
