"Self authorization ????" The FCC will accept test reports from laboratories that are accredited by NVLAP, A2LA or certain foreign accreditors that have an agreement with NIST (Standards Council of Canada has such an agreement), as the basis for registration. The labs don't have to be 3rd party laboratories. Never heard of "self authorization".
