Agree, it never was the intent of the FCC, I was told, to get one or two
accreditors to do some
300 laboratories around the world.  (Before the change in regulation, the FCC
would accept
test reports from any laboratory, after they had satisfied themselves from the
description, that the organization had acceptable facilities and people who knew
what they were doing.)  All
those laboratories needed accreditation overnight.

Those wanting to do "self authorization" now have to be accredited by an
organization acceptable to the FCC.  Organizations having an MOU with NIST, are
acceptable to the
FCC, PROVIDED THAT THEY RUN A PROGRAM THAT ASCERTAINS THAT THE 
ACCREDITEE KNOWS HIS/HER WAY AROUND PART 15 OF THE FCC RULES AND REGS.
