Engineers only read that part of the para that appears to be immediately
applicable out of the
one page they copied out of the standard.  Standards developers don't understand
the needs
of design and test engineers, who do not want to read books, they certainly
don't want to
try and solve or debate standards puzzles, but want to design or test.

Hence, any requirement that can not be contained within one short paragraph,
written in
plain and preferably vulgar english, no footnotes please, no references please,
is not applicable to whatever they are doing.
