I've often wanted to write that book.  The closest you'll get to it is in
the Committee T1 standards that describe different interfaces between the
network and the
"Customer Installation".  I never convinced them to have a rationale
statement for each requirement.  Some of the "rationales" are disappearing
as technology changes, but the people who knew the rationales aren't around
any longer to tell us.  The contributions that led to the requirements and
gave the rationales may still be in someboies archives (not mine).

(I believe that similar conditions are at play in IEC 60950).
