The Advisory Notes are volontary and the manufacturer must declare if he   
meets them or not. This declaration will be one of the prerequisities in   
a future CTR 21 approval application. As far as I understand, the   
manufacturer must also inform the user about it (e.g. in the user's   
guide). This is actually under discussion as we speak (ACTE 40 meeting).

The advisory notes can be found in ETSI Guide DraftEG 201 121 V1.1.1   
(1997-10). I'm not sure if this was the particular version accepted by   
ETSI last week or if there is a later version. If anyone knows, don't   
hesitate to contribute........

I cannot guarantee 100% accuracy, but Germany, Belgium, Portugal and
Norway voted NO and all others YES. Note that Norway and Switzerland are   
    

not EU members and their votes are not included in the figure for CTR
decision. The final result was 76% (71% needed).

Just for curiosity, Germany had promised to vote Yes if their Advisory
Notes were accepted but they changed their vote anyway..........

position of each country on the TBR21 ?
Specially France and Germany ?
I have not found this info on the ETSI Web site
http://www.trac.org.uk/ although the CTR status on
Dec 15,97 is clearly shown.
