I cannot guarantee 100% accuracy, but Germany, Belgium, Portugal and Norway voted NO and all others YES. Note that Norway and Switzerland are not EU members and their votes are not included in the figure for CTR decision. The final result was 76% (71% needed).
Just for curiosity, Germany had promised to vote Yes if their Advisory Notes were accepted but they changed their vote anyway..........
