My understanding is that only a manufacturer established in the EU can
issue a valid DoC for CE Marking.   If the manufacturer has no EU
company then the Authorised Representative in the EU must issue the DoC.
The supporting documents, test reports, Technical Construction File must
be available on EU soil.

The idea behind this is so the authorities can throw the directors,
whose company issues a false DoC, in prison for 6 months.   Getting your
MD thrown in prison is not a recommended career enhancing move.!

It would be very difficult to enforce if the DoC was signed in China or
Malaysia.
