If I'm not mistaken, the CTR also includes the relevant dates. This is 
new as the EC has had a long battle with the standards groups about 
putting the dates in the standard. The CTR may also include language 
which modifies the requirements for compliance as specified in the TBR.

For these reasons you really need to see both the TBR and the OJ notice 
to know the whole story.
