don't have the tests handy BUT, FCC does not tests for safety to people
hazards and is out
proving entirely different things than UL, who are not interested in
whether this modem hurtst 
the network or not, as long as it does not hurt people.  I believe you are
lookig at the overvoltage 
tests which try and simulate what happens if lightning strikes the
telephone line, or if a broken
powerline drops on the telephone cable and burns through its insulation.

These tests were added in UL-1459/CSA950 and EN60950 to acount for the
peculiar North
American habit of stringing telephone cables underneath high power wiring
on our inimitable 
pole-line distribution systems.  Obviously, where they bury telephone
cables, these requirements
make no sense.

Don't equate the tests in any way or shape.
