Boy, do I love it when this topic re-surfaces!

Roger is correct, TBR21 4.2 for non-voice (i.e. fax/modem) loop-start 
connection references FCC 68.5 for the connection arrangement, which calls out 
the RJ11 designator.  Therefore, one could not legally connect to an RJ11 PSTN 
circuit with the 8-position jack.  Plus, as it has been noted, the mechanical 
fit would not be very good.

If there are supply/modularity issues with using an 8-position jack on all of 
your product's telephony interfaces, you can use it as long as the connection 
arrangements of each country's local spec (pinouts, plating, tolerances, etc.) 
are met.  In the instance of using an 8-position jack with only a 6-position 
plug (RJ11) there are companies which manufacture a spacer that populates the 
outer 2 pins.  That way, if one has a variety of different interfaces and would 
like to use the same jack for each, simply inserting a spacer into the 
8-position jack would render it compliant for a 6-position plug.  I believe
