According to TBR 21 clause 4.2, you must use an RJ-11. TBR 21 applies to 
"non-voice" PSTN
equipment.

I've seen this done, and they do fit OK as long as you're careful when you
install the plug.  As far as I know, the FCC and IC are only concerned with the
connector you intend to connect to (the one on the wall), so it shouldn't be a
registration/certification problem in North America.  The EU and other countries
may be a problem, though.
