My first question is to the design engineers . . . Why? Use the right
connector. 

I can't seem to find (that doesn't mean that one doesn't exist)regulations
against this.
However, I would be concerned about the ability of the RJ-11 to stay in the
RJ-45 jack
when there is strain on the cable. What about users plugging non-telecom
8-pin
cables into that jack. 

I don't see the rational of using an RJ-45 instead of an RJ-11.

Here is an interesting question put to me by our design engineers.  They
want to
use RJ-45 jacks on all telephone interface types, including a standard
telephone
interface.  Is there any problem from an approvals perspective using an
RJ-11
plug in an RJ-45 jack?  Our designers claim they fit, but it seems forced to
me.
