James A CTR21 based CE approval issued by any Notified Body is valid in all EU countries plus Norway, Iceland and Switzerland without further national approval. Additional countries accepting CTR21 as part of an approval application that I know of are Bulgaria, Latvia and Israel. Albania and Croatia claim to accept CTR37 and CTR38 so I guess would also accept CTR21. Most other countries in Eastern Europe look to their own national requirements for PSTN equipment. The Approvals and Consultancy section of KTL's website has a summary of test requirements around Eastern Europe for analog and digital telecom equipment as well as safety and EMC.
