Lithium based batteries should not regularly be fully discharged. For batteries in constant use, like the Treo's, fully charge daily, and try not to only partially charge it. IOW, don't let it get to zero, and don't put it on a charger for only a half hour, unless that half hour will fully charge it. Note that the LED will go green before it's fully charged.
