Not that I've noticed.  The only signing I've seen for Windows
(desktop, can't speak about Windows Mobile)  that is signed isn't for
assurance of compatibility, but security - that the software is from
the developer it claims to be from, and not a forgery.  This is
completely different.

To get one of those, all you have to do is pay a certificate issuing
company like Verisign or Comodo.

office block, or a strip mall or industrial park that's fallen on hard
times. It'll save money, be harder to spot, and will already have
