By "OWA over Gmail?" I think ldouglas meant "You prefer OWA to Gmail?" rather than "OWA delivered via Gmail?". Imprecision is the hallmark of the English language, especially English used in emails, and the word "over" as it appears here can be interpreted in different ways.
As for which user interface sucks more - Gmail or OWA - that's like asking which political party or which religion is better. Everyone has an opinion based on his/her background, experience and preferences. My contention, based on mine, (and if I had the time I could cite dozens of examples that take it a bit out of the realm of opinion, but I'm not going to do that since I don't really care) is that Google's UIs are uniformly awkward, disorganized and unattractive. Android and Chrome are the only counterexamples I can cite (and many people think they're bad - I just don't). Couple that with products that are very powerful, with flashes of brilliance, but which have among the worst technical support organizations in existence (which I'm sure they'll fix; they'd better), and Google's products are a mixed bag should be approached cautiously, if at all, for anything a user depends on for core business or personal processes.
