That's not what I was told by 2 different Verizon sales reps.  They said I
could get the optional tethering on an as-needed basis and pay for only the
portion of the month that I actually subscribed.

Agreed. In my case, I rarely rally need it, but like a lot of other 
tools, there are times when it's the only thing that'll do the job. If I 
used it more, I'd just buy a plan -- but I was seriously displeased when 
I asked "Can I get it for the month I'm on vacation?" and was told "No, 
you have to buy the two-year plan."
