I think what happens is Palm keeps a record of your purchased apps so you can just go back to the app catalog and redownload without paying again.
As far as refunds, I've not heard of this. I don't think the catalog is set up for it, but who knows maybe it's possible? How much did it cost? Probably $1-3, right? Is it really worth the effort for that much? My guess is that with the transaction fees incurred, getting a refund for a $1 item would probably cause Palm (or the app creator) to LOSE money, if not even at the $3. I understand it's the principal of the thing, and maybe you can get a refund by calling Palm? Just doesn't seem worth the time to spend 20 or so minutes on the phone dealing with it for all of $1 in savings - ie time is money as they say. This is probably what they are counting on people to think and thus it provides less motivation for app developers to deal with problems, but then one can also write bad reviews of an app and with enough of these the app developer won't sell much of anything. It's just that the first brave souls to buy it sight unseen will have to be the gunea pigs. At least some vendors are nice enough to create light or trial versions, but they are by far in the minority...
