In a word, (or two) :

Call Centres!

Although, trying to get travel insurance today I had to resort to 
calling (online questions too black and white) and, miracle of miracles, 
I actually got an English speaking human!

What a pleasant experience to be able to have a joke and some 
common-sense dialogue! I will certainly be dealing with that company again.
