Before I jump into trying to debug your config from afar ...
Have you read the multi-NIC FAQ?
Are you using modules or compiling your kernel?
Are you using any arguments in your /etc/modules file?
What kinds of NICs are you using?
What are the IRQs and port addresses?
Are you using DHCP on one of them?
What is the kernel saying about eth0 & eth1 as it comes up?
What does ifconfig say?
