Whether or not Raphaël Hertzog or any other member of the project has a good reputation it's irrelevant. The fact is that on the project site the freedom of the handbook license is clearly conditional.
They don't say that they need funds in order to finish a free handbook; they say that they will use a free license for the handbook if they raise enough money.
I hope you can spot the difference.
