The problem is not very many people are stuck without an Internet connection at all, so most GNU/Linux systems don't worry about accommodating them (to be clear, Windows doesn't either; that it does is an accident resulting from its core design). There's still a hassle with Windows: you need to go to somewhere with an Internet connection (like a library), download the installers, and then go back and install them. And some installers require an Internet connection to work properly.

One thing you could try, though I don't really recommend it, is ReactOS, which is a Windows clone in an extremely early alpha state (not considered ready for everyday use).
